Orca is still quite slow even when it is set to 99 in the setup dialog. Is there an easy way to speed it up?

I just noticed this post. Well, you can always press insert-right-arrow to make it go faster and insert-left-arrow to make it go slower on the fly. I usually use these settings, since I'm using the live CD. You can set speech rate in the GUI, of course. That doesn't answer your question exactly, since I don't know how to edit the script to do it, but it seems that might be the more complicated way to do things. :)
Hope this helps,

You'll probably get the best answers to this on the Orca mailing list: http://mail.gnome.org/mailman/listinfo/orca-list which is more specific.
If it is a case of the computer being sluggish while running Orca (and AT-SPI) you might want to try Xubuntu with Orca.
