agreed, and it would be nice if the tray icon could display graphics representing the current up and download speed or something

I googled for some screenshots of apps using it, and it sems nice. So it's fine by me
EDIT: w00t http://gnomefiles.org/ look at which app is the top rated :) Right panel :)
There are some comments too :) This can only be good for Deluge

Not bad indeed for such a new app :) Bu anyway, back to the topic, what kind of style did you think to use in the popup? Like...
file a speed Dl speed ul remaining %
file b speed Dl speed ul remaining %
or
Files 2 total speed dl total speed ul
?

Libnotify would not be appropriate for this, though they could be used elsewhere.
Notifications popup information without a user request. For instance, if your download finished, you might use libnotify to inform the user.
If you want the user to be able to check the download progress on demand, use a tooltip.
Example of using tooltips and notifications:

Now that I look better into it,I think you are right about libnotify. Last night I must have beenbraindead.But then again it was almost 3 am,lol
My question about the format still stands though

Krakatos:
I think that
file a speed Dl speed ul remaining % (progress bar?)
file b speed Dl speed ul remaining % (progress bar?)
total speed dl speed ul
would be the best way to do it, because I usually want to know about individual files, but I think a total ul dl speed would be good as well.

there's a systray popup in SVN now.
currently it displays:
* # of connections
* Total DL speed
* Total UL speed
