theme making?

How can I make an icon theme? If I have th icons, how do I make it so people can install it and the icons will be for the right programs?

I'd say try to modify and existing theme for a start... that will help you understanding how things work...
I'd use inkscape for it, since most iconthemes now use mostly svg scalable icons. installing it is simple... you can use the theme dialog in gnome or just copy the whole folder in your .icons dir (in your home folder).

But don't I need an index.theme file? Is there a program I can use to make a theme?
