Sun has made it possible for almost anyone to gain hold of their tools for free.
All you need to do is sign up/create an account which does not require any money or credit cards etc. If you wish you could use tempoaryinbox or something if you are afraid they might spam you (they haven't done it to my e-mail box).
These tools are very useful for programming development, such as JSE has a uml modeller which creates class files based on the diagram.
