Forum Profile Picture Problem

For some reason or another I am unable to get a Profile Picture to show up with my posts.

I click User CP, then go to Edit Profile Picture, the picture I want shows up. It looks like it's already loaded and there. I go ahead and load the image once again anyways.

I can't tell what I'm doing wrong, does it have to be some type other than jpg? It is 90x100 pixels and only 3k.

Are you confusing the "Profile Picture," which is intended to show up only in your user profile page with an "Avatar," which shows up in the header of every post?
