I'm new to creating pictures and wallpapers, so I'm wondering what program should I use to make icons and wallpsaper? I'm gonna make them with that glossy finish.

I think Inkscape would do both, but I could be wrong.

Inkscape is probably your best option. It is a vector graphics editor that in my opinion is one of the best pieces of open source software ever. There are some great tutorials in the help menu that are actually really helpful for learning how to use the program.

If you want to make raster images then use The GIMP which is similar to Photoshop.

the glossy finish is not a question of raster or vector... can be done with both. if yoy want to work with vector I sugges you also take a look at XARA LX... great app, really! www.xara.com.
