I try to do a very simple thing that you can do even with windows paint.
I want to "cut" a box section of a photo and copy it in other file
but when I box select a section - it doesn't select it.
how ? why ?

Select area - cut - paste. Then you can make the floating paste to a new layer (press the new layer button) of what ever.

yes but when I select an area - it doesn't show the area as selected.

What does happen when you try to box select? Are you sure you're using the correct tool? I can't think of any other icon that could be mistaked for the box select, but what does the tool icon you're using look like? Perhaps some screenshots would be helpful, if you think you can convey your problem that way. Are you using the version that came with Ubuntu? GIMP *should* be able to do this, but maybe your version is broken.

Sometimes a picture in GIMP is automatically completely selected. You can't make a smaller selection inside of a bigger one. Try doing "Select None" before you try to use the selector tool. You can do this by pressing "Ctrl + Shift + A" or by using the menu, Select -> None
