can't access https. Access refused

Hi,
I have apache-perl installed. I can access http://localhost, but i get:

the connection was refused when attempting to contact localhost

when I try http://localhost.

I'm new to apache, and I need ti access trought https because I installed CMU NetReg, that access this way.

Man, it has been a while since my good old hacker's days, but I remember that Apache as well as Tomcat were running on port 8080 by default. So try this:

http://localhost:8080

There was an error:
I can connect writing: HTTP
But not with HTTPS
