You mean an IDE?
Try NetBeans (http://www.netbeans.org). I use this and it works really good.
Or Eclipse (http://www.eclipse.org/). This is in itself a quite basic IDE, but it got loads of plugins for every imaginable task (GUI editing etc...)

You might enjoy JEdit as well.
