3 steps from commandline


1.
wget -O- http://deb.opera.com/archive.key | sudo apt-key add -

2.
sudo sh -c 'echo "deb http://deb.opera.com/opera/ stable non-free" >> /etc/apt/sources.list'

3.
sudo apt-get update && sudo apt-get install opera

You can also go to the Opera web site and download the appropriate Ubuntu .deb package and the opera stable source will be added to software sources. The browser will update automatically via the update manager.

That's what I did for 12.12 and got 12.13 a while ago the Update Manager.
