Connection Refused[Port Problems]

Okay, when I port forward a port, let say 25565 for minecraft or 43594 for a runescape private server. I never will be able to connect to that port, when I test with www.canyouseeme.org it always says "connection refused" no matter what I change, and I am running on a static ip address. I have used the PFPortChecker, and also the PFConfig just to see if something would change but I get zero results, and I am using a WNDR3400 netgear router. Please Help :/

Port is Off, Always..
Iv tried turning off firewall, nothing changes.

The port is port-forwarded, but not opened, and iv tried shutting my firewall down. Nothing changes.
