as an online resource for searching for packages.

is there an equivalent for ubuntu or do people use client apps like synaptic or command line stuff like apt-cache search etc

You can use either. Synaptic or apt-cache are best on Ubuntu. Apt and Synaptic come installed by default, at least on Hoary.

Its also on Warty.

And Hoary already has the best repositories so you just have to enable them add backports and marillat for the full package :) .
