I have a decision to use openjdk and eclipse at home, i may later want to use netbeans too.

I am wondering, do i need to register or fill any forms or anything, to use openjdk and eclipse at home.

I will be creating small openjava games to my friends and i, still i want to have full rights to my games, so i think i need to know how to start this hobby right.

do i need to first fill any forms or do i need to register myself anywhere, to have full ubuntu rights to games i create ?

You have rights to do whatever you like with software you create with Java and Eclipse (or Netbeans) using Ubuntu. If you want to sell it as a product, that's OK, if you want to make it open source, that's OK. You own any software you create. You don't need to register anything.

If you start including third-party libraries you need to check their license terms.
