We have in france an operation sponsored by the government call 'Micro-partable etudient' which goal is to permit the access to new tech to all student by selling laptop at a symbolic '1 € per day'.
It's a great operation and many people profit to these.
Last year to decrease the prices, they sold some laptop with Linux installed.Good idea.
But this year they change there mind, but to keep price low, they decide to sell laptop with, guess what...DOS.
The first time i saw that, i believed that it was a joke, but that's the hard reallity.
One top of that, they sell this laptop with some apps like lotus smart office or Symantec Client Security, which are totaly unusuable without windows.

They played inside the rules and made money. I wouldn't call that stupidity. Unethical, but not stupid. Perhaps you might want to complain about the government program that didn't give strict requirements for software.
