Hi,
I am in the US, but when I do my updates, they come fom this server:
91.189.91.31 Canonical Ltd
Whois shows this to be from the Isle of Man in the UK.
Whats up with that? Why aren't they comming from a US server?

Sometimes the geographically closest server provides a slower connection than a more distant one, particularly when the nearest one is busy.
Most of the releases of Ubuntu I've used have had an option to choose a new server from within update manager, and occasionally I've been surprised by its choice of which one to use.

I routinely set my repository server to a nearby university to improve performance. Just browse the list of servers in that drop-down box shown above and pick one near you.
