configure: error: No package 'dbus-1' found.

how to resolve this error?

When you see this in a configure stage

configure: error: No package 'dbus-1' found.

it usually means you're missing the development package (those ending with -dev)
in this case

$ apt-cache search -n dbus-1 | grep dev
libdbus-1-dev - simple interprocess messaging system (development headers)

So

$ sudo apt-get install libdbus-1-dev
and try again

To install all the build dependencies for ubuntu's version of a package then

$ sudo apt-get build-dep vlc

vlc is a reasonably difficult one to compile. Have a look here to see one way of accomplishing this:

Howto: Build the development version of vlc under Ubuntu
http://www.andrews-corner.org/vlc.html

Bear in mind that this guide is aimed at compiling and packaging the development version of vlc but the underlying principles remain true for the release versions. BTW 2.0.4 is out now :).
