I want to request that Muine 0.8.5 be backported to Dapper, but it isn't in Edgy yet. How does one go about requesting that it be added to Edgy?

You report your concerns on launhpad.net as a bug.
It will definetly be on Edgy though, so just wait.

You can go ahead and file the backport, noting that the new version is not in Edgy but could be (i.e. an older version is in Edgy/Dapper, NOT a brand new, not even packaged package!).

Then, I'll be able to link the request to the Ubuntu source package and request a sync. I don't guarantee that'll speed up the process in any way though; updated versions happen anyway if you let it run its course :)
