To do this, follow these steps:

Assuming you're running Ubuntu 12.04 LTS, click 'Dash Home'.
Search for 'System Settings'.
Select 'Keyboard Layout'.
Click the plus sign in the bottom left corner of the Keyboard Layout window.
Select 'Arabic', and click 'Add'.

You'll then have added the Arabic layout to your keyboard.
When two keyboard layouts are activated, Ubuntu works much like Windows in the respect that you can switch between the two by selecting the icon in the taskbar.

Hope this helps.

According to what I know, the first ... it should be Language Support and than Keyboard Layout. That's what I do for having Chinese Character in my Ubuntu.
Regarding to Arabic Language, I don't know.

open up Keyboard Layout by pressing the super/windows key und typing it in.
First make sure you have both Layouts installed and added to the list. To add a new language just press the little + on the bottom left and choose the desired language.

To enable a keyboard shortcut click on the Options... button and look for the Key(s) to change layout entry. Open it up and choose the one you like.
