That depends on what is actually packed in the tar.gz file that you have. What is it and where did you get it?

The first thing to do is unpack it and look to see what the contents are. If it does contain a binary you can possibly run that by double clicking it, or by using the terminal.

However, be very careful what you execute unless you know exactly what it is and can be sure that it is safe and can be trusted.

tar.gz is not the easier way for a newb

What are you trying to install? Is this source code? As I've said in your other thread, if you are a beginner to Ubuntu or Linux, you do not need to be compiling anything. If you need help installing any particular applications, simply tell us what you are trying to do and someone will help you. Chances are that all that you need will be available from the routine repositories via the Software Centre, or for special cases you will be able to get apps from what are known as PPA repositories, and people can help you with this.
