Hello, came across this when I was looking for a product for work
http://www.synology.com/enu/gpl/index.php

And you have to pay $20 as a 'handling fee' to get the source for the program.
Is this allowable?

Yes, the GPL gives you the rights to do that, but you are allowed to distribute the program for free or over some payment over the net and otherwise afterwards. But you have to give people the same rights as you were given. That would be to freely or by payment redistribute the source code and/or modify it.

So basically, you could pay to get the source, and set up a mirror where you offer the same source code for your friends, customers etc for everything from $0 - infinity; as long as you fullfull the license agreement
