There used to be a right click option when I was looking at an Ubuntu folder that would make all the pictures a smaller size. This was really handy, but it seems to be missing in 11.10. I am stuck with loading them into Gimp one by one and shrinking them down.

Is there an easy way to bring this feature back? Or was it part of some add-on?

sudo apt-get install nautilus-image-converterwill give you the resize and rotate functionality in the context menus in 11.10. I have it installed and use it here. Can be used with a multiple file selection. Cheers.
