download management for apt

Not sure where this goes...

Is there any way to, say, use a download manager for apt downloads?
Or even if its possible to enable HTTP pipelining?

I have to use campu wireless which is mind numbingly slow, but allows a lot of simultaneous connections, so I'll take any solution since it took me about, no wait its still updating for over 45 mins now...
13mb - 45 mins... please help.
