When making a post tutorial can I make a local link?

I'm trying to write a forums post and make a hyperlink to an identifier within the document.

With regular html this would be done:
<A href="#Ubuntu">Hi</A>
..
..
<A name="Ubuntu>

Can I do this with a forum's post?

I don't think that is possible within the BB codes the forum are using.

If somehow they could implement this into the coding of the BB, it would be great -- particularly for long instructional threads -- like ones in Tutorials and Tips -- Thanks.
