Turkish chacters problem with Latex fonts on open oficce and inkscape

I use lyx for Latex and in Turkish alphabet I use \”{U} code for "ü". But when I use latex fonts (cmr10 and cmmi10) on open office and inkscape, I can't write ü, ö, ç, ö and ş.
How I solve this problem?
