DVD Video workflow

Hi there. I have several video clips that I would like to burn to dvd, which will play as one continuous video, but would like to insert a "chapter" at what would be the beginning of each separate clip. Normally I use Devede to create simple dvd's with a menu, nothing fancy, but that only allows you to insert chapters at a regular timed intervals. Is this possible, and with what software/how? Would a Pitivi and Devede combo work, or am I out of luck?
