wordpress.com

it's free and easy to use.(no adss very nice css and cool features)
also you can download it on your server. put your server live on the net with a static ip and you have your own server running a blog .

If you have your own domain you want to install it on, your hosting provider should have documentation. Mine (iPage) even installs it for me if I click a button.

If there's no documentation available from your provider, here (http://codex.wordpress.org/Installing_WordPress)'s Wordpress's official guide.

Alternatively, you could go to www.wordpress.com and sign up. It's free, provided you let there be a .wordpress.com in your domain name.
