I recall in one of the earlier releases there was a task force or project set up to tackle annoying little bugs that were easy to fix but had a big effect on improving the polish of the final product. I wondered if that was still going to happen with Oneiric?

I would think this was the whole Idea of a new release? fix bugs and improve.

I imagine that it's an ongoing project. https://wiki.ubuntu.com/PaperCut

I do believe that this is an ongoing project:

Yet early in the development cycle, sometimes ti is hard to distinguish between papercuts and gaping wounds.
At this time it would probably prove more useful to bug papoercuts to natty, and allow the improvements to trickle down to OO.

Please remember it is early... Way Early in this cycle.

Killing bugs that are present in 11.04, even if it means leaving everything else alone, would be an excellent and responsible focus for 11.10 development.
