System > Administration > Synaptic Package Manager
Find WINE on the list or by doing a search and install it from there.

Try opening a terminal window and typing 'wine'. If it says 'command nopt found', wine is not installed.

Search the forums for Wine, you will find a huge amount of help. There will be more than one guide I'm sure.
Also you may also want to become familiar with the Ubuntu Gamer's Arena (http://gaming.gwos.org/) site.
Automatix (http://ubuntuforums.org/showthread.php?t=138405) is great, for new users & old hands alike: It offers a menu of over 40 choices for you to install!! Including Wine amongst them.
WineTools (http://www.von-thadden.de/Joachim/WineTools/) is a great help in initially setting up Wine. (That's after you have installed Wine)
