I am having problems playing encrypted DVD's with both vlc and totem:

I have 6 unencrypted DVD's and they play in vlc and totem without problems. I have even uninstalled
libdvdcss, and these 6 DVD's still play. But I also have around 10 encrypted DVD's and I get the following error messages shown below in debug mode:
$ export DVDCSS_VERBOSE=2 && vlc > vlc_output.log 2>&1

Install libdvdcss2 in Ubuntu 10.10 (Maverick Meercat)

If you are using a different version change "maverick" to the correct version name.

You need to add the following lines to /etc/apt/sources.list file or
you need to make sure you have enabled Universe and multiverse repositories Using GUI.

gksudo gedit /etc/apt/sources.list

Make sure you have the following two lines save and exit your file.

deb http://archive.ubuntu.com/ubuntu maverick universe multiverse
deb-src http://archive.ubuntu.com/ubuntu maverick universe multiverse

Now update the source list

sudo apt-get update

sudo apt-get install medibuntu-keyring

sudo apt-get update

For i386 Users install Codecs using the following command

sudo apt-get install w32codecs libdvdcss2

For amd64 Users install Codecs using the following command

sudo apt-get install w64codecs libdvdcss2

I followed all the instructions, and got the following message after everything:

stephen@# stephen:~$ sudo apt-get install w32codecs libdvdcss2
Reading package lists... Done
Building dependency tree
Reading state information... Done
w32codecs is already the newest version.
libdvdcss2 is already the newest version.
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

It still doesn't work, needless to say.

I added the following lines to /etc/apt/sources.list:

deb http://archive.ubuntu.com/ubuntu maverick universe multiverse
deb-src http://archive.ubuntu.com/ubuntu maverick universe multiverse

Attached is the output from:
$ apt-get update

Below is the output from apt-get install medibuntu-keyring:

stephen@# stephen:~$ sudo apt-get install medibuntu-keyring
[sudo] password for stephen:
Reading package lists... Done
Building dependency tree
Reading state information... Done
medibuntu-keyring is already the newest version.
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

And now the final command:
stephen@# stephen:~$ sudo apt-get install w32codecs libdvdcss2
Reading package lists... Done
Building dependency tree
Reading state information... Done
w32codecs is already the newest version.
libdvdcss2 is already the newest version.
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
