How do I change the virtual console resolution at bootup?

I should note that I have 10.10 and no assumptions should be made about my graphical system. It's a fresh install from the default installation CD.

I should also note that modesetting is mandatory since I have an intel GPU.

Basically, what I want:

virtual consoles 1 thru 6 (the default set) have an 80x25 character grid, using an 8x16 font for the console, at bootup.

stuff that won't work:

console-setup, fbset, or anything that I have to type in manually after booting. I want to change my default resolution to 640x400.
