Check to see if Skype is using v4l2 instead of v4l1 libs.

Hello there!
I had the same problem. Im not going to go into details, code, or whatever since im kind of a newbie and my english isnt pretty good.
I currently have ATI Catalyst Control Center installed and simply disabling the Tear Free option under Display Options fixed the problem.
Also, a year ago, i noticed that Compiz also affected my webcam. Never actually knew what was the Compiz option that was doing this, but I was pretty sure it was Compiz.
Hope this helps out.
