Certain apps won't replace config files?

I deleted certain config files as I want to reinstall, such as /etc/phpmyadmin/ but reinstalling doesn't reinstate these files? It says 'not replacing config file /etc/phpmyadmin etc.'

How do I get it reinstall some fresh config files?
