Which Wine version do you use for Oblivion?
Look at the Wine AppDB (http://appdb.winehq.org/) for compatiblity informations and if a bug exists. If not file one please.
Please test it with a current wine version from WineHQ.

I can't even imagine what the issue could possibly be as you've provide 0 details, have no idea what version of wine you're using, and seem to think that wine is an emulator.
How about some hardware info for starters...

Doesn't matter if it works on Windows, your Intel "video" chipset and drivers probably don't support OpenGL very well.
I can't speak from experience anytime recently but many of the gaming issues people have involving Wine are similar.
The latest version of Wine is 1.1.43 (there's no such thing as an Ultimate version), if memory serves Oblivion used to be a tough game to run/install via wine.
I suggest reading the appdb entry for it as was suggested earlier. These often link to guides and walkthoughs etc.
POL is just a frontend for Wine and Cedega is useless.
Now perhaps POL has settings to automatate the process of installing and configuring Oblivion, but for the sake of arguement just assume it doesn't and find one yourself.
