I wanted to know if there is any software out there that would turn my netbook into a Linux or Windows wireless file server - quite simply, I want to be able to sit on the train in the morning and let people connect to my netbook and copy files and videos from it, without having to let them log in, or be able to 'alter' the data on the file share - so READ only.

Is that possible with a standard XP or ubuntu box?

you could set up an ftp server with different logins for various security levels... only problem would be that your gonna have to update people every time you change IP

You could set up Samba on Ubuntu or CIFS on Windows. In Ubutnu right click on a folder, then goto properties, then goto the sharing tab. Its self explanatory from there.
In Windows, right click on the folder and goto sharing.
