how to start program on desired workspace

I would like to run a program from console, on for example Workspace 4.

I know I can start it and then move it to workspace.
Is it possibile to run it automaticly on that workspace?

devilspie is what you're looking for I think you'll find.
It runs in the background and basicaly uses a template system where it grabs the apps name and does what you've set it to do.
it also handles opacity, positioning and moving the app to another work top.
