I have the Ubuntu 8.04 Hardy and I would like to update. Do I just copy my files and then download the new version and install it? Or is there more involved.

Depends on whether you want to update or clean install.
What were you planning on moving to ?
I'd suggest waiting a month(ish) as the next LTS is due out on the 29th April. You will be able to directly update to it using the update manager.
To update to 8.10, 9.04 or 9.10 would mean updating to each edition in sequence until you got to where you wanted.
If you are planning to download and clean install, then yes you would need to save all your files that you don't want to lose. This would be a good time to consider a sperarate /home partition if you don't have one already. It would make future upgrades a tad easier.

Back up your files before upgrading. There are no 100% guarantees that all will go right. I agree with howefield and wait till lucid is out, so you can upgrade directly to it.
