Wrong monitor refresh rate when playing games

Hi to all ^^.
I'm having a very annoying problem when i run games in full-screen mode, the game plays with a wrong monitor refresh rate, any ideas on how to solve this, is there any tool to overwrite the game's video options?

So, what is the refresh rate used for playing games?
Could it be that your computer is not powerful enough to run the games as well as you want?
Can you post you computer specs: CPU, RAM, graphics.

the refresh rate is beyond the capabilities of the monitor, it's an LCD LG Flatron L1919S, the refresh rate is probably 60 Hz.
The rest of the computer : Celeron 2.4 Ghz, 5200 FX NVIDIA, 1 GB RAM .
