How do i uninstall under these circumstances?

How would i go about un-installing ubuntu under these circumstances?

-Dual-Booted
-wubi-uninstall.exe not working
-On same partition as windows and cant format

1. have you tried to manually remove Ubuntu (https://wiki.ubuntu.com/WubiGuide#How do I manually uninstall Wubi?)?

2. You're saying both the uninstall function in control panel and, the uninstall.exe files are not working?
