I tried all the suggestions I could find here, at launchpad, and all over the net.
In the process of following the steps of restarting the gnome-network-manager and restarting networking, I discovered that ddclient was being run.
Using Synaptic Package Manager, I uninstalled ddclient and restarted the machine.
The network management in GNOME is now functioning properly!!
