Just out of curiousity, how does one change their title/tagline. Some of it seems based on the number of posts one has made (such as 5 cups, or carafe) and others seem to definitely be custom made (super malted milkshake, these aren't even roasted, or whatever)?

come on! You mean they actually have a database for each range of post magnitudes and randomly select from several names within each range?? you gotta be kidding me :) Oh, and what about the graphics of coffee cups, mugs, etc.. they differ quite a bit as well?

We made a bunch of images and titles and randomized when they happen, that's all.
The old list doesn't work for the random pattern we created.
just a little toss of fun.

Actually, it is kind of a joke. At first the titles reflect magnitude. After that it isn't so consistent (one person may prefer a grande half-n-half cinnamon latte and another a mocha milkshake). In fact, the more beans you get the more your title tries to reflect the idea of uniqueness not a hierarchical difference. My theory is that this is based on Ubuntu's philosophy; on the dual definition of "ubuntu". For "humanity to others" one needs to contribute--and what better way than in a forum! :) So in the beginning the more one contributes, the more humanity they show, the more beans they get. Beyond a certain point, most people have internalized the "humanity to others" message so thats when the second definition kicks in: "I am what I am because of who we all are". This sends a message of "Uniqueness". We all gain when a new person joins the collective. If they are unique, we gain even more.
So after this basic attempt to lure others into helping each other by the reward of more beans :) It becomes a show of individuality rather than superiority. From a meritocracy to a celebration of how we are all different.
Just my 5 cents :) Now we just have to figure out: Why coffee/coffee beans??

So how do we become forum staff, moderators, etc. Is it by number of posts?

Not to sure but as far as I can tell it is only via invitation from the inner sanctum.

No. You don't have to be a spammer to become a moderator. You have to help people, the forum itself. Only then you can become a mod. :)
