I have CompizConfig, but for the life of me cannot find how to set all windows to have a transparency (or all non-active might be better!)
Also cant find if I can set it to show the contents of the window while resizing?

You can use 'Add helper' under Accessibility of ccsm. Refer the screenshots.Clicking somewhere in a window makes all other windows transparent and clicking somewhere in the desktop makes all windows transparent and shows the desktop. You can also use corner bindings to show desktop without any keystroke or mouse click.

Show Contents while resizing a window
ccsm > window management > resize window > general > default resize mode > normal
