Im looking to set up a mediaserver wich will stream video out on the web (im using Microsoft video encoder on one machine but need a server side) Can i use my ubuntu server for this?

You can do video streamin on Ubuntu with vlc (http://www.videolan.org/vlc/streaming.html), icecast (http://www.icecast.org/), or ffmpeg (http://ffmpeg.org/ffserver-doc.html)

You might consider using one of the above as the source for encoding your videos as well. That way you can get a better video format like MPEG4 or Theora:

"At the government's websites, it will be mandatory to publish multimedia content in open formats:

Videos will use Theora/Vorbis/Ogg, or H.264/AAC/MP4.
Audio clips will use Vorbis/Ogg, MP3 or FLAC/Ogg."
