Nvu is not bad. I use it professionally with no problem however it is not an equivalent to Dreamweaver. DW CAN be run on Ubuntu through Wine and works very well.
sudo apt-get install nvu

It would seem that nvu isn't in karmic's repositories.
ubuntu package search (http://packages.ubuntu.com/search?suite=default§ion=all&arch=any&searchon=names&keywords=nvu)

Hey man, have you tried, Komodo-Edit? I use it to develop php mysql database driven websites. It's the closest thing to Dreamweaver I believe. And it's 100% FREE!

+1 for NVU.
Not the greatest program in the world if you're used to Dreamweaver and the likes. But definitely a brilliant alternative for Linux installs. It's the most comfortable web programming app I've used since changing over.
