windows cant handle anything over 4 gig ram. What about ubuntu?
If I stick 8 gig ram to intel board, would run as 8 gig, or it will just cap out on 3 gig like windows.

Linux can use the PAE extensions on the Pentium IV and later. I suggest using the 64-bit versions as 64-bit programs are increasingly common.
Windows x64 can also use 18EB of memory if you can afford it and a CPU can see that much.

windows can handle ram over 4gb 32 bit with pae (Physical Address Extension in enabled. have a look at this for windows

ubuntu can handled more than 4gb ram 32 bit ubtunu server auto recommend the right kernel for your server and shoudl giver pae bye default

@ Linuxfan5246 I wasnt really sure how to give you extra beans, because I also thought that the beans are based on number of posts...
