1) I want to use a phone as an external modem to GPRS
connection how can I configure that what parameters I need to pass to AT commands
in modems (if any needs to be passed )
any guide that mentions use of AT commands

2) I have used external modems ,ADSL Routers on some other Linux distributions from whome I migrated to Ubuntu previously there were problems in using them as they do not
detect them and forums were also not very active what drivers I needed to install then, how to detect the chipsets (perhaps in some of my google searches some links I got that said to
use some rpms to do so )

What phone is it you want to use?

Many phones simply need you to enable internet sharing in the options and then plug it into your USB.
