Update manager hangs

MY UPDATE MANAGER is not working & it hangs as soon as I try to update anything.

I am using the GNOME ubuntu 9.10 & when I try to update anything using the shell
it remains at 0% & just shows connecting to 10.1.25.3 (which is my office's proxy address)

at present I am trying to update at home without any proxy address & I have tried every network setting to treat the problem but EVERYTHING WENT I VAIN

Have you tried a different repository? The one I was using went belly up as well - had to switch back to "Main".

In synaptic (sudo synaptic in a terminal), check Settings, Repositories - Download from:
