I have searched around for a long time to see if this is possible but I haven't found much.

My school has retrictions and I can't run anything as an administrator. So here is what I want to do.

I want to be able to have my own operating system (I don't care which one) that can run off a flash drive.

Here are my problems.
-I can't boot the USB
-I can't run any programs as administrator

All I need to do is open my flash drive and start the virtual machine and use it like that.

If anyone can help me I would GREATLY appreciate it!:D

You can run DSL(Damn Small Linux) from a usb flash disk without booting. You have to download the usb package, extract it to your usb, and you running a .bat each time you want to run it.

I haven't tried it, so i can't provide more info.

Ask your system administrator. I am sure (s)he will tell you if you can get round the restrictions or not within the guidelines of the schools policy..,

The fact you are asking here suggests you don't have permission.

you cant get anything done at school. Unless you ask a teacher to use her account, you cant. Asking the "administrator" in a school will be similar as trying to ask George Bush for help 2 years ago. Its a 1 way conversation assuming you get in contact which is like 1% in a billion.
