Last I used it, it was EXTREMELY limited and basically used for masking.
Nowhere near was Illustrator or Inkscape can do.

I agree it's very limited, Photoshop is for photo/raster manipulation.

Try Inkscape.

Photoshop these days is something more of a hybrid vector,raster editor...
