I'm going through the steps to make a Wildebeest purchase. What does this message mean?
"If you are shipping to an address other than the billing address of the credit card, we must manually verify your credit card company has the shipping address on file. Manual verification can delay your order"
I'm planning to ship to an address other then my billing address, but
-why would the company have THAT address on my file?
-Anything I need to worry about? Would this affect tax rate or anything?
-What kinda a delay might I be looking at (for that matter, whats standard ground shipping time take for ZIP 98665/WA or however best you can estimate that.

It is a common anti-fraud measure.
The address of your first order will need to be the same as the billing address of the credit card, or they will refuse the order without further proof of identity.
Using a credit or debit card to ship to an unproven address nullifies the seller's fraud insurance, as it is a common scam.

Because I think you are supposed to call your credit card company before you place the order to add that address as an alternate shipping address. As mentioned above, it is an anti-fraud measure.
Then, when system76 calls your credit company to verify that the different shipping address is, in fact, associated with your account, there shouldn't be a problem. Otherwise, for all they know, someone could have stolen your credit card number to use it to buy a computer and ship it somewhere else.
Not sure how much of a delay that creates, though.

So in order to gift this comp to someone, I would need to give *them* the money so they can make the purchase themself? (This is my first purchase)
Or can I provide "further proof of identity" somehow...

I would call system76 sales to confirm, but I don't think this being your first purchase matters.
I would try adding the gift recipient's address to your credit card account as an authorized alternate shipping address (I'm sure once the person receives the computer, you can always remove the address. After all, it's your account). Then, on your system76 order, the billing address can be yours, the shipping address can be the "giftee" and system76 will be able to verify with the credit card co that you, the cardholder, intended to do that transaction.
The easiest thing to do would be to call the system76 sales number. I've found pre-sales support to be helpful and responsive. They will be able to give you accurate information.

Sound advice. I'll give em a call.
EDIT:
Very nice support, quick and responsive. Two solutions offered
1. Have the address temporarily added to my account (which was mentioned above)
2. I can just purchase like normal, and then I'll be contacted to confirm the purchase or something like that.
I'd say problem solved.
