I'm running 9.04 and have the quick-switch menu on my upper panel, which shows my name next to a status icon. It is what I click on the access a shutdown menu. I would like to remove "Suspend" and "Hibernate" from the list of options available in this menu, so that Log Out, Restart and Shutdown are the only options available. The reason for this is because it takes less time for the computer cold-boot than it does to wake up from a suspend/hibernation. Also, it will ensure I don't click on one of these other options by accident.

Yes you can :)

The only way that i can think of that is simple is to use UbuntuTweak: http://ubuntu-tweak.com/

Install that from the .DEB or from the repo you could add. One of the options is to disabled Hibernate and/or Suspend.
